Centre: one walking loop
Mafra places the tourist office and Surf Reserve interpretation centre at Praça da República, in the heart of town, with Praia dos Pescadores directly below the old quarter and Praia do Sul a short walk away. Meals, shops and town beaches stay on foot. Lisbon buses, however, arrive at the intermodal terminal by the A21 access, about 1.1 km east, so plan that first walk or a taxi with luggage.
Reserve coast: seven named waves in about four kilometres
Mafra describes the World Surfing Reserve, designated on 14 October 2011, between Empa and São Lourenço: Pedra Branca, Reef, Ribeira d'Ilhas, Cave, Crazy Left, Coxos and São Lourenço. Ribeira d'Ilhas, the municipality's showcase of Portuguese surfing, lies about 2.7 km in a straight line from Praça da República. A base out here shortens surf movements but makes most evenings depend on a car, taxi or bus.
Split priorities honestly
For one surfer in a mixed group, the centre plus planned sessions is usually more coherent: local circular line 2126 runs from the terminal through town to Ribeira d'Ilhas and Ribamar. For a surf-led group with a car, being closer to the northern waves can outweigh losing walkable evenings.

Use line 2801 on a weekday for the quickest trip and keep the reserve to a single stop such as Ribeira d'Ilhas.
